The resolution of the Board was published in the Newspaper on 27th May 2022. A guideline was also included and it was informed that in order to assess the intelligence of the applicants, along with their assessment report, psychometric assessment will also be done

The guidelines further stated that EQ test would be conducted at five levels to assess the personality of the officer. These include Self Expression, Self Reception, Interpersonal Skill, Decision Making and Stress Management. According to official figures, Indian Railways employs more than 1.2 million people.
